State Senate Appropriations chair Anthony Portantino announced that SB 50, the bill from Scott Wiener that could demolish affordable housing since there are no enforcement provisions for preventing the demolition, has been held for the year and will eligible again in 2020.

We believe that SB 50 would make housing more unaffordable for the following reasons. 1. We would have to build the equivalent amount of housing that has been built since 1920 to maybe bring the cost of housing down: https://www.sfexaminer.com/news/leveling-sf-housing-field-could-take-100000-new-units 2. When we build market-rate housing, it increases the need for affordable housing because more city services are needed which are provided by the lower-income service workers: http://www.sftu.org/wp-content/uploads/2019/06/Market-Rate-Housing-Requires-Low-Income-Housing-for-Services.pdf 3. Market-rate housing actually displaces affordable housing: http://www.sftu.org/2019/05/12/sb-50-challenged-in-study. 4. SB 50 also has no mechanisms for stopping evictions in rent-controlled, affordable, housing. 5. SB 50 had no funding for the additional services such as transit that would be needed for the additional population.
